I created a composition with a frame, but once added to the user application it is not possible to place graphic elements behind the frame

There is two different types of frames in Template Editor: standard frames, also known as opaque frames, and frames below background. First ones works as shapes and it allows placing graphic elements between frame and the tempalte background. Frames below background are 'sticked' to the background and therefore at same level. In this case it is not possible to place elements between frame and background.
